I deny that this is a problem. But for the sake of the argument, I will agree that overpopulation is a threat. It is interesting that the most developed countries have the lowest birth rates. This has led to countries like Germany and Russia to actually have a declining population. I know Russia and Denmark are even giving incentives for people to have more babies.
So do you want a smaller population? Develop the country, the population issue will probably fade out.
And by the way, it's interesting to note that the global birth rate is declining. After 2050 the world population will actually go down. This is not proportional, which is the main issue. It will decline in Asia and the West, but grow in Africa.
Edit: I looked it up where I read it. They say it will equalize at around 10 billion and decline between 2050 and 2100. They gave this source. You can see it here:

So yes, this is an issue in the sort term (say the next 30 years). But with a focus on growth we won't need such invasive measures as you suggested.
