It's actually kinda nuts that we have government involved in sporting codes at all.
International federations operate entirely outside the realm of governments (the biggest example being FIFA). Why would we need the state to tell people how and where they can spend recreational time?
This is a particular bugbear of mine for esports. The Department of Sport and Recreation (ludicrous concept) has given only one organization the mandate regarding esports: Mind Sports South Africa. They were formed back when the only real mindgame was chess, yet still have the ability today to make life difficult for spontaneously-organized teams and leagues.
The only limitation I might consider reasonable here is if individuals want to compete under the banner of the country, using the country's flag and resources. In that case, yes, the government may want to set some limits on how the brand is portrayed on the global stage. But even that shouldn't go all the way down to whether or not your gender lets you compete in a particular league. Leave that to the league organizers.
