wkok Does it specify "all" high school learners?
If it does, then teaching a high school kid to at least identify and safely handle a firearm would at worst merely reduce irrational fear and be educational, at best it would lay a foundation of confidence for being a responsible gun owner, capable of preventing death to an innocent who chooses not to carry a firearm.
If I lived in Mozambique, Afghanistan, Ukraine or the Balkans I'd want all the high-schoolers to know how an anti-personel mine looks like and functions.
That way they approach the threat calmly and seriously and are more likely to identify and report a landmine before it blows some person's leg off.
If I tell the kid that landmines are very dangerous they might panic and run at the first sight of one into a field of many.
