I would rather recommend a qualification independent entrance exam (classroom and physical fitness tests) for police cadet candidates (before they attend police training) based on the required core competencies.
Given the unreliable school system and even terteriary institution standards, this would allow high accessability to both formally educated as well as informally educated yet competent candidates while maintaining strict standards that can not be "gamed".
Such testing also allows for older applicants who are above average in fitness with the desire to serve as a law enforcement officer.
The physical tests can be repeated afterwards on a twice yearly basis to ensure maintainance of the standard.
Other support jobs like forensics should also require an applicable exam in addition to formal terteriary qualifications.
